On a computer, open Google Calendar. Beside Other calendars, choose + → From URL. Paste the URL and select Add calendar.
The Google Calendar mobile app does not add a new calendar from a URL; subscribe on a computer first.

In Outlook on the web, open Calendar → Add calendar → Subscribe from web. Paste the URL and choose Import.
Choose “Subscribe from web”, not “Upload from file”, so future changes can appear automatically.
